What Are Cruelty & Neglect?

Cruelty_-_HorseThe Humane Society of Greater Dayton defines neglect as failure to provide adequate food, water or shelter. The use of physical force sufficient to cause injury to an animal is abuse. Neglect or abuse is considered cruelty to animals, which is illegal in all 50 states.
